Sub:     Guidelines for submission of mineral concession proposals under Section 5(1) of the Mines and Minerals (Development & Regulation) Act, 1957, regarding.

Sir,

            I am directed to refer to the New Nati on a l Mineral Policy, 2008 (NMP), enunciated by the Government on the 13^th March 2008, copy available on the website of the Ministry of Mines (www.mines.nic.in) and to say that the various instructions from this Ministry to the State Governments vide Ministry’s letters of even number dated 10^th April 2006, 1^st May 2006 and 15^th May 2006, regarding grant of mineral c once ssions, processing cases on a checklist, issue of notifications and grant of priority to applicants under Section 11 of the MMDR Act, etc. have been reviewed in the light of the new Mineral Policy, and revised guidelines for State Government  for submission of mineral concession proposals under Section 5(1) of the Mines and Minerals (Development & Regulation) Act, 1957 have been drafted (copy enclosed). Draft model Notifications for notifying areas for grant of mineral concessions are also enclosed. Draft checklist is being sent separately.

2.         Be fore the revised guidel in es are made compliant, it is requested to furnish the comments of State Government in the mat ter. It is further requested that the comments may be made available by 15^th December 2008.
